UNICEF Nigeria is seeking a **highly skilled international consultant** to lead the development of investment cases for the **Accelerated Basic Education Programme (ABEP)** — an innovative initiative helping out-of-school children catch up, reintegrate, and thrive. **Your Key Responsibilities:**

📊 **Framework Development**

* Collaborate with national education stakeholders to design a robust investment case framework
* Analyze ABEP delivery models and gather cost, enrollment, and impact data from field visits

📈 **State-Level Investment Cases**

* Draft and refine two evidence-based investment cases for selected states
* Model 2–3 implementation scenarios per state, with cost-effectiveness and ROI analysis

🧩 **Validation & Advocacy**

* Finalize investment cases with stakeholder feedback
* Develop a **national policy brief** and presentation deck for advocacy and strategic decision-making

**✅ To Qualify, You’ll Need:**

* Master’s degree or higher in Economics, M\&E, Education, or related fields
* 5+ years of experience in programme evaluation, cost-effectiveness, and financial modeling
* Strong background in education programme design, ideally in Africa
* Fluency in English; knowledge of local languages or UNICEF systems is an asset
* Familiarity with donor expectations and "best buys" in education
